Evelyn Beatrice Hall was the one who wrote this quote in her book The Friends of Voltaire under the pen name Stephen G. Tallentyre. It was not meant to be a “quote” of his but that’s how most interpreted it as.

We do not pursue military actions against other countries because of what they say. If that were the case, North Korea, Iran, and France (pre Sarkosy) would be off the map. We pursue military intervention due to actions that infringe upon the freedom of others: while they often infringe upon our freedom (ie 9-11, but I bet you’re convinced that was an inside job…) they also infringe on the freedom of others (read: Israel, their own civilian population).
